The Premium Cigar Association (PCA) has welcomed the Food and Drug Administration’s (FDA) recent decision to withdraw its proposed Tobacco Product Standard for Characterizing Flavors in Cigars rule. The move, which aimed to ban flavored cigars, was seen as a significant regulatory rollback affecting premium cigar retailers, manufacturers, and consumers.
PCA Executive Director Joshua Habursky praised the decision, calling it a “commonsense action” that respects adult consumer choice. “We are grateful to the Trump administration for taking swift action based on sound science and fairness,” he stated, adding that this move could signal a shift in regulatory approach.
The PCA has long argued that premium cigars and flavored cigars should not be subject to one-size-fits-all regulations, emphasizing that these products are primarily enjoyed by adults and do not pose the same public health concerns as other tobacco products. The association has actively opposed flavored cigar bans at federal, state, and local levels and will continue advocating for a differentiated regulatory framework.
